With Ultimate, choose Standard, Relaxed or Custom rules before founding a Scenario city. Everyone can inspect the conditions. Decide which pressures apply, including pollution, fires and earthquakes. Rules stay fixed for that city. When enabled, river fires, earthquakes and aftershocks create new recovery problems. Review debris clearance costs before rebuilding.
